The state of Iowa recently opened its sports betting market, one of the first in the country. While many other states have taken six to a year to launch their markets, Iowa took just three months. In January, Governor Kim Reynolds signed SF 617, the legislation allowing sports betting. But there are a number of challenges ahead. The legislation must be fair to all stakeholders, including the public and athletes. In addition, it must be taxed fairly, which may prove difficult to accomplish.
A new effort is a ballot initiative in the state. In February 2019, two state legislators introduced ACA 16, a ballot initiative that would amend the state constitution to allow sports betting. In November, Rep Alec Garnett introduced a bill that will place a flat 10% tax on net sports betting profits on the ballot. Despite the lack of support, the measure was approved by the governor.
A recent effort by the NBA, MLB, and PGA Tour to legalize sports betting in the state has been stalled. While the legislature has failed to pass any legislation, both the NBA and the PGA Tour lobbied to pass the legislation. As of January, the bill will be put on the ballot.
